Description

This procurement aims to establish an Open Framework Agreement valued at £2.6 million over eight years to deliver targeted youth work services across Nottingham City and Nottinghamshire County. Spearheaded by the Nottinghamshire Police and Crime Commissioner (PCC) and the Nottingham and Nottinghamshire Violence Reduction Partnership (NNVRP), its primary objective is to reduce serious violence by addressing risk factors among children and young people (CYP) through early intervention. The services will focus on improving mental health, educational engagement, and community resilience, aligning with a public health approach to violence reduction.

The framework comprises four distinct lots with specific requirements. Lots 1 and 2 cover Detached Youth Work in community hotspots (City and County respectively), requiring teams to deliver weekly sessions. Lots 3 and 4 involve School and Community Navigator Programmes (City and County), providing one-to-one mentoring for 10-17-year-olds at risk of school exclusion, with each young person receiving 8-20 tailored sessions across designated schools. All staff must hold enhanced DBS checks, and each team or service must include at least one practitioner qualified to JNC Level 2 Youth Work standard or equivalent. Services must adopt trauma-informed, Child First, and gender-responsive approaches, integrating the Signs of Safety framework.

Services commence on 1 October 2025, supported by a £1,000 per lot setup fee for mobilisation. Ongoing requirements include weekly monitoring of outputs (e.g., sessions delivered, safeguarding referrals, CYP engagement) and outcomes (e.g., improved school attendance), submission of anonymised case studies, and active collaboration with schools, police, and local authorities.

This procurement establishes an Open Framework Agreement for Youth Work Services across Nottingham City and Nottinghamshire County, divided into four lots with budget caps:

Lot 1 (Detached Youth Work - City): £46,000 for 6 months. Deliver 3 weekly sessions via teams of 3 qualified workers (min. JNC Level 2/equivalent). Sessions include 2 hours engagement + 1.5 hours prep/debrief/travel in hotspot areas, adapting to emerging needs.

Lot 2 (Detached Youth Work - County - Ashfield/Mansfield): £48,000 for 6 months. Identical to Lot 1, but with 2 hours prep/debrief/travel per session.

Lot 3 (School & Community Navigators - City): £45,000 for 6 months. Provide 1:1 trauma-informed mentoring (8-20 sessions/child) for 10-17-year-olds at risk of exclusion.

Lot 4 (School & Community Navigators - County): £53,000 for 6 months. Identical to Lot 3 for Ashfield/Mansfield.

All services must:

Employ staff with enhanced DBS checks; at least one per team/service holds JNC Level 2 Youth Work (or equivalent).

Adopt trauma-informed, Child First, Signs of Safety, and gender-responsive approaches.

Report weekly outputs (sessions, engagements, safeguarding referrals) and outcomes (e.g., improved school attendance, reduced offending).

Be delivered flexibly: Detached work during evenings/weekends; Navigators in/out of school hours.

Contract to commence on 1st October 2025 (supported by a £1,000/site setup fee).


Lot 1. Detached Youth Work (City)

Description

Detached youth work is an outreach service engaging at-risk young people in their own communities-typically streets, parks, or gathering spots-rather than traditional venues. Teams of three qualified youth workers proactively approach groups, building voluntary, trusting relationships through informal education. Sessions focus on conflict de-escalation, promoting non-violent alternatives, and addressing issues like discrimination, mental health, and exploitation. Workers advocate for youth, facilitate access to support services, report environmental hazards (e.g., poor lighting), and collaborate with police/local agencies. The approach aims to divert youth from violence while fostering resilience and community cohesion, as defined in the tender's specifications. For this particular Lot the services will be delivered within Nottingham City.

Framework operation description

This Open Framework Agreement operates by appointing multiple providers through a competitive tender process. For the initial call-off contracts, the top two highest-scoring bidders for Lot 1&2 and the top scoring bidder for Lot 3&4 will be awarded the contract based on evaluation criteria: 85% quality and 15% price (lowest bid scores highest within strict lot budgets). Prices are fixed per lot (e.g., £23,000 per provider for Lot 1), and bids exceeding these caps are excluded. If the top bidder declines, the contract cascades to the next highest scorer. The framework remains open for 8 years, allowing future call-offs via direct award to appointed providers or further mini-competitions.
