Award criteria

. Supplier's responses to the quality questions will be evaluated against the Specification and scored a maximum of 3 points using the below criteria:

Score Criteria to Award Score

0 Irrelevant or no response provided.

1 Response partially meets requirements.

2 Response meets requirements but lacks clear and detailed evidence.

3 Response meets requirements with clear and detailed evidence.

6.2. The evaluated scores will be divided by 3 and multiplied by the weight of the question, to Achieve a final score (%) for each question.

For example, if the weighting for the question is 20% and the supplier is evaluated score "2" their final score (%) for that question will be:

2/3 X 20 = 13.33%

6.3. The total of all quality questions will be then summed up to achieve Total weighted quality score.

6.4. The Most Advantageous Tender (MAT) response is established by dividing submitted quotation price by total weighted quality score giving a final quotation Score.

=((Your submitted quotation price)/(total weighted quality score))

An example is provided at Example 1, below.

Example 1

Supplier Submitted quotation Price Total weighted quality score (%) Final quotation Score (MAT)

Supplier 1 £75,000 88 £75,000/88 = 852.7

Supplier 2 £55,000 75 £55,000/75 = 733.3

Supplier 3 £50,000 65 £50,000/65 = 769.2

Supplier 4 £45,000 21 £45,000/21 = 2142.8

6.5. The lowest achieved score shall be the Most Advantageous Tender (MAT) as the lowest score means that the Authority is paying less for each point of quality scored. In this example the preferred supplier will be the Supplier 2 whose submission will cost £733.3 per each of quality point awarded.
