two.2.4) Description of the procurement

The contract is to deliver Primary Care Medical Services at Essington Medical Centre in Wolverhampton.

NHS Staffordshire and Stoke-on-Trent ICB intends to award a contract to the existing provider Drs Libberton, Ram & Gulati, via Direct Award Process C as described in Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023.

The provider has been providing primary medical services at this location since 2009. The continuation of this service will maintain existing capacity and access for patients in the village of Essington. There are no contracting or quality concerns that have been identified relating to the provider.

The contract start date is 1st April 2025 for a period of 5 years until 31st March 2030.

The approximate total lifetime value of the contract is estimated to be £1, 545, 872.70 (Annual value of £309, 174.54). These costs are subject to annual inflationary uplifts, QIF performance service payments which depends annually on the provider's performance and QOF payment calculated on an identical basis to the GMS payment regime.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The decision makers for this process were Primary Care Forum, Procurement Operational Group and Finance and Performance Committee.

There were no conflicts of interests declared in reaching the decision to award.

The incumbent provider was considered against the 5 key criteria and a larger weighting was given to key criteria 2 (value) and key criteria 4 (improving access, reducing health inequalities and facilitating choice). This is due to the negative quality impacts for patients in the more deprived areas of Essington with Essington being in the 4th most deprived area of South Staffordshire. .

The assessment against each criterion was undertaken based on the current service delivery model and performance. The supplier meets all the requirements specified to the satisfaction of the Commissioner, and it is expected that they will satisfy the requirements of the new contract going forwards.
