Description
West Northamptonshire Council (WNC) and North Northamptonshire Council (NNC) intend to run an open tender procedure to attract providers with the necessary skills and experience to deliver safe accommodation (refuge) and support services for victims and survivors of domestic abuse, as defined by the Domestic Abuse Act 2021.
The services to be delivered under contract are:
• Refuge accommodation, women's only refuge, men's only refuge, specialist drug and alcohol refuge and a specialist multi-cultural/diversity refuge across 47 units of accommodation; bed spaces.
• Therapeutic group work with adult survivors;
• Therapeutic group work with children and young people including play therapy;
• Counselling service;
• Children's and Young people's outreach support including a CHIDVA (Children's IDVA);
• Floating support/outreach, community based;
• Information and Advice - Helpline;
• Awareness raising training
• Housing IDVAs;
• Sanctuary Scheme;
• No recourse to public funds
• By and for service to supporting diverse communities including harmful practices and training.
The services will be delivered as a 3+1+1 year contract, commencing in April 2026.

Engagement process description
WNC & NNC would like to invite potential providers to attend a face to face Market Engagement event on Tuesday 5th August 2025 at 10.30 am- 12:30 pm.
Venue: Jeffrey Room, The Guildhall, West Northamptonshire Council St Giles Square Northampton NN1 1DE.
The purpose of the event is to discuss the service and support the market to understand how to bid for the tender in preparation for when the opportunity is live. The session will provide an opportunity for potential providers to review the chosen service model and service requirements. Attendees will have the chance to offer final views and comments, helping to ensure that the proposed approach is clear, achievable, and aligned with service user needs.
This event is designed to support transparency and engagement, allowing providers to seek clarification, share insights, and prepare for the forthcoming tender process.
We encourage all interested organisations to attend and contribute to this discussion.
Potential providers of the service that wish to attend the event must email procurement@westnorthants.gov.uk by noon on 4th August 2025 and provide the following information:
