Description

The Felixstowe Dock and Railway Company (located in Suffolk) requires:

- the supply of tyres for a variety of port vehicles

- the on-site fitting and maintenance of the tyres

- routine and reactive maintenance

- technical product support

- tyre disposal

An onsite presence is required at the Port of Felixstowe and a recurrent presence will be required at London Thamesport, Kent.

The Transfer of Undertakings (Protection of Employment) Regulations 2006 ("TUPE") (as amended) may apply to this tender.

Description of possible extension:

The Felixstowe Dock and Railway Company will have the right to extend the contract in event:

- a tendered process has been delayed or has not resulted in a successful preferred supplier;

- a review of the Purchaser's requirements has not been concluded.

For clarity this right is reserved for The Felixstowe Dock and Railway Company, not the contractor.

Options

The right to additional purchases while the contract is valid.

The right to additional or alternative purchases while the contract is valid. Equipment on the ports for which the tyres are required may change and/or alternative tyres which are more sustainable or beneficial from another perspective become available.

Participation

Legal and financial capacity conditions of participation

Financial capacity will be assessed as part of the conditions of participation. The Felixstowe Dock and Railway Company ('the Purchaser') will obtain finance reports on those suppliers that complete conditions of participation. The finance reports will be assessed by the Purchasers finance department considering the estimated spend under the contract to determine suppliers financial capacity.

Interested suppliers are to express their interest in this opportunity via The Felixstowe Dock and Railway Company's ('the Purchaser') e-tender platform - Proactis. Suppliers will be required to register on the e-tender portal if they are not already registered - it is free to do so.

The Tender document containing specification, submission requirements and award criteria together with the Form of Contract are available on the Purchaser's e-tender portal. NOTE: the tender document is provided for information of requirements and must not be completed or submitted until invited to do so following successful completion of the conditions of participation stage which includes assessment of suppliers financial standing.

Suppliers who express an interest will be required to complete and pass conditions of participation. These must be completed and submitted by the date detailed in Deadline for requests to participate.

The Purchaser will undertake a financial assessment of the suppliers financial standing undertaken by the Purchasers Finance Department on an obtained finance report. Suppliers must pass this financial assessment as well as the conditions of participation.

Suppliers who are successful following review of the conditions of participation, including the financial assessment will be invited to tender.

TUPE (Transfer of Undertakings Protection of Employment) information will be requested from the incumbent contractor and provided to those suppliers invited to tender.

Suppliers invited to tender will be required to undertake a site visit to the Port of Felixstowe, Suffolk prior to submitting their tendered bid.

Tender submissions are to be submitted via the Purchasers e-tender portal and will be opened at a scheduled Tender Committee meeting.

A preferred supplier stage will be entered into following tender assessment to allow for contract terms negotiation to be finalised with the preferred supplier if required and time allowed for the Purchaser's Group approval to the contract terms.
