The Trust believes that it has followed the PSR regulations relating to the Urgent award as it has been made urgently, the reason for the award was not foreseeable and delaying the award would pose a risk to patient safety.
Due to the sudden unplanned loss of vital clinical personnel, it was not foreseeable that this impact would take place and there is a significant risk to patient safety should the Trust not urgently award in these circumstances.
