Description

Two regional micromobility schemes currently operate within the West Midlands. A regional cycle hire scheme (West Midlands Cycle Hire, operated by Serco), has been in place since March 2021, predominantly focused on pedal bikes. An eScooter scheme (operated by Beryl) being delivered as part of the Department for Transport (DfT) trial has been in place since August 2023. Both contracts are due to end in early 2026.

WMCA are seeking to procure a joint follow-on service for e-Bikes and eScooters to ensure the continuity of Micromobility provision across the region.

Engagement process description

A market engagement event was held via Microsoft Teams on 2nd July 2024 which involved a presentation by WMCA, engagement with micromobility operators and a Q&A session.

Topics discussed as part of the presentation included an overview of TfWM, a background to our past and current micromobility schemes and the strategic context to the region.

The market engagement section of the event was used to discuss the evolution of the sector, steer from operators on how they would like procurements/contracts to be set up and the opportunities and challenges that they experience from operating these schemes.

Insights gained from the event have helped to determine the contract type, relationship approach and layout of the scheme, including vehicle types, pricing etc.

Following the event, a questionnaire was issued to attendees which asked 13 questions around a number of different topics. Responses to the questionnaire were received from 5 micromobility operators.
