NHS England South West (the Commissioner) sought to commission a Provider with the capability and capacity to deliver COVID-19 vaccination services in Bath and North East Somerset, Swindon and Wiltshire. The Commissioner identified a need for COVID-19 vaccination services beyond those that could be provided through the Site Sign-up Process.

The procurement documentation outlined the population need for outreach services across Bath, North East Somerset, Swindon and Wiltshire (BSW).

The Commissioner aimed to procure a single provider to deliver a vaccination outreach service encompassing vaccination awareness, engagement, education, roving multi-vaccination delivery, and outbreak response support. The service, through targeted interventions, was intended to reduce health inequalities and improve access to and uptake of vaccinations.

The Outreach Service was designed to reflect the ambitions of the National Vaccination Strategy 'Shaping the future delivery of NHS vaccination services', published in December 2023.

The contract term was 7 months, from 1 September 2025 to 31 March 2026.

The number of vaccines delivered was determined by patient choice. The contract value aligned with the 'Schedule 3' document included in the procurement materials.

The Outreach Service:

- Was envisioned to be simple, convenient, and efficient, helping people make informed choices about vaccinations and how to access them.

- Was to be delivered by trained, skilled, and competent personnel administering primarily COVID-19 and Influenza vaccinations, with other vaccinations where agreed by the Commissioner.

- Targeted under-served populations, aiming to improve uptake among individuals and communities with historically low coverage. Interventions and communities were selected based on data and public health expertise.

- Collaborated with Commissioning bodies, other NHS Providers, Local Authorities, and Partners to ensure inclusivity and value for money.

- Leveraged existing community assets to embed vaccination services within communities and local priorities.

- Worked in conjunction with existing vaccination providers in the area to address gaps and avoid duplicating core services.
