Scope
Description
Havant Borough Council (the council) is undertaking preliminary market engagement (PME) in respect of the provision of property and tenancy management services. The types of services required are:
- Pre-letting repair (void) works
- Tenancy management and client support services
- Statutory, routine and emergency repair and maintenance works (post-letting)
These services are required in respect of a number of properties that have been purchased and that will be purchased by the council to provide temporary accommodation for homeless families. The council aims to have purchased 15 properties within the borough by the end of 2025, with 10 of these properties expected to be 'new builds'. These properties are being purchases using funding from the Ministry of Housing, Communities and Local Government (MHCLG) and the Local Authority Housing Fund Round 3 (LAHF 3). Where additional funding becomes available, the council may seek to increase the size of the property portfolio as part of its commitment to support homeless families in the borough.
The council is proposing an initial contract period for delivery of the services, of 2 years, with the option to extend by a further period of 12 months. A longer term or additional extension periods may be required subject to future plans for the services.

Engagement process description
The council is undertaking a PME exercise to gather feedback on its proposals ahead of a future procurement process to award a contract. The aim of the PME is to structure a future procurement in a way that is appealing to the market, maximises opportunities for SMEs, while providing Best Value for the council.
The council has prepared a PME brief that provides a full overview of the contract scope and the considered contracting options. This is available via the council's eProcurement portal ProContract at: https://procontract.due-north.com/Opportunities/Index
The brief includes a response questionnaire for suppliers to submit feedback and further comments about the proposed opportunity. This can be completed and returned to the council using the ProContract portal.
Any questions or queries about this PME exercise should be submitted to the council using the messaging function within the portal.
Following submission of questionnaires, the council reserves the right to seek further feedback from participating suppliers where the need arises.
There is no obligation to take part in this PME exercise. Suppliers that do not participate will not be precluded from taking part in a subsequent procurement. Suppliers that do respond to the PME will not receive any preferential treatment in any future procurement process, and participation in the PME exercise is not an indication of selection of an organisation or a guarantee of future work.
