Description

Under the framework for specialised technical and strategic support to the NDA group, the NDA and its operating companies are seeking independent subject matter expert support to its strategy development work programmes.

The scope will cover all the NDA group's strategic driving themes (Site Decommissioning & Remediation, Integrated Waste Management, Spent Fuels and Nuclear Materials) as discussed in the NDA's Strategy (2021) and forthcoming Strategy (2026) which will be publicly consulted upon in summer 2025. Support to Non-NDA Liabilities strategy development and group strategic planning will also be required. A depth and breadth of technical knowledge and expertise in all of the areas identified is a pivotal requirement, as well as an understanding of the main technical challenges and relevant interfaces and integration with NDA Critical Enablers.

The scopes of work that the NDA group is expecting to deliver under this framework can be divided into the following areas:

• support to policy, legal and regulatory matters which directly relate to NDA group strategy development

• support to strategy development undertaken by the NDA group (NDA and/or operating companies)

• support in designing and facilitating NDA group strategy development work programmes

• support to NDA group review of strategic work programmes delivered under other NDA group frameworks (such as the NDA Research Portfolio)

• support to the development of business/organisational strategy, and

• support the assessment of impacts of strategic intervention(s) on the group mission and/or operating company delivery plans

The framework is needed to ensure that there is a sufficient diversity of views and specialised technical expertise available for directing and reviewing the strategy development work undertaken by the NDA group.

The NDA group expects that any bidders can demonstrate:

• experience and expertise in delivering complex technical work programmes covering all driving strategic themes of the NDA group's strategy as well as Non-NDA Liabilities and support to group strategic planning

• an understanding of the NDA group's strategy and strategy development needs and main challenges the group may face across all aforementioned areas

• specialised technical expertise across all aforementioned areas covering both relevant UK and international good practice including access to both operational and regulatory experience

• depth and breadth of knowledge of the group mission and NDA's sites as well as the wider UK nuclear enterprise and other UK nuclear sites, e.g. MOD owned sites or AGR sites

• availability of a diverse team or consortium.

This procurement is looking to establish this framework for a maximum length of 4 years.

Engagement process description

The NDA shall host a supplier engagement event on the 9th September 2025, 12:30pm to 15:30pm. This supplier event will be via a Microsoft Teams conference. To register an interest please sign into or register with Atamis our e-sourcing portal: https://one-nda.force.com/s/Welcome. Use the messaging function within the Atamis PIN/PME project (C26778) to provide details of names and email addresses of attendees. Maximum of 2 staff per supplier. This call will provide suppliers with a high-level overview of the programme, the procurement's objectives and key requirements, and act as an opportunity for suppliers to ask questions. There is the potential for supplier one-to-one sessions the following week.
