This is a voluntary ex ante transparency notice of the

University of Birmingham's intention to award a

contract.

The University has a High Temperature

Research Centre (HTRC) on the Ansty Research Park

in Coventry adjacent to the Manufacturing Technology

Centre in which it already has a stake. HTRC is a

collaborative project with a major partner (Rolls

Royce).

On the 15 April 2015, the University and The Manufacturing Technology Centre Limited entered into a

five year collaboration agreement for the provision of technical services to the University's High Temperature

Research Centre ("HTRC") in Ansty. The University and The Manufacturing Technology Centre

Limited extended the collaborative relationship for a further five year period from 3 November 2019

and the Parties now wish to further extend the collaborative relationship on the terms of this agreement.

The University and Rolls-Royce have analysed the

aims and objectives of the HTRC, its various

manufacturing processes, anticipated research

programme schedule and estimated workload and

component volumes. An options appraisal has

concluded that a contract for services for the provision

of the technical staff resource required to support all

the research activities in the HTRC facility a period of ten (10) years is required, commencing 3 November 2024.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The award of this contract without prior publication does

not require a full OJEU tender process on the following basis:

the requirement for technical staff presents several

challenges:

• The contract is required to provide a full 'service'

provision including recruitment, generic training

(including HSE, induction, quality), line management,

workshop support services including goods in/out,

material and equipment stores, general workshop

maintenance and housekeeping tasks, workshop

administration, HSE support, providing general workwear and basic PPE (non-process-specific).

• The contractor will be responsible for the provision of

suitably trained Workshop Technicians who can cover

planned and unplanned absences (holidays, sickness,

training) and providing cover for leavers, whilst post is

vacant and/or backfill staff are in training.

• The contractor will also be responsible for providing

a part time Workshop Manager, a part-time Workshop

Support Technician, a part time Workshop

Administrator and a part-time NEBOSH General

Certificate qualified H&S representative.

• The contractor needs to be ISO 9001 and ISO

14001 accredited.

• The contractor is responsible for providing the

agreed deliverables of the service contract including

the planning and preparation prior to the centre

opening and during the initial post-opening period of

development and growth.

• Technicians need to specialise in at least one of the

following HTRC processes: Core, Wax, Shell, Cast,

Chemical Leach, Finish (abrasive blast, emery dress),

Measurement and Inspection, Laboratories.

• Technicians will be required to cross-skill in order to

support other technicians.

• Technicians will be variable work type and flow -

research and pre-production (Technology Readiness

Levels 3-6), steady-state (one shift / 5 days per week)

and fast-make (two shifts / 6-7 days per week).

• Technicians will be operating, servicing, maintaining

and repairing equipment, as well as training research

staff and postgraduate students in the use of

equipment.

• Technicians will be required to undergo extensive

off-site training required for first 6 months in role,

requiring them to stay away during the week for up to

6-months whilst working in Rolls-Royce manufacturing

facilities.

• Technicians will be part of a small team that needs

the flexibility to meet fast-make demands and to cover

planned and unplanned absence
