The West of England Combined Authority (MCA), as part of its Local Electric Vehicle Infrastructure (LEVI) Project is conducting some market testing ahead of an exciting tender planned for publication in early 2025.

The West of England LEVI project aims to install around 750 charge points across the Unitary Authority areas of Bath and North-East Somerset, South Gloucestershire, and North Somerset.

The Project aims to support regional strategic decarbonisation goals, enhance access to EV charging infrastructure, and promote the uptake of electric vehicles in line with national Net Zero ambitions..

two.2.4) Description of the procurement

The West of England Combined Authority (MCA), as part of its LEVI Project is conducting some market engagement ahead of an exciting tender planned to be issued in early 2025.

The MCA has been granted £4,200,000.00 (Four million, two hundred thousand pounds) of capital from the Department of Transport to deliver the West of England LEVI project (the Project). The Project aims to install around 750 charge points across the Unitary Authority areas of Bath and North-East Somerset, South Gloucestershire, and North Somerset.

The Project aims to support regional strategic decarbonisation goals, enhance access to EV charging infrastructure, and promote the uptake of electric vehicles in line with national Net Zero ambitions.

The key aspects of the Project may include but not be limited to:
• Installation of predominantly 7kWh charge points in on street locations, with some 22kWh and 50kWh charge points at key locations (e.g., car parks, park-and-ride facilities, and leisure centres).
• Long-term operation and maintenance services, ensuring network reliability and user satisfaction.
• Adherence to accessibility standards to ensure inclusivity for all users.
• Adherence to conservation standards to ensure compliance with local requirements.

The MCA intends to award a concession contract (the Contract) to the successful Tenderer with an estimated duration of 15 years using the competitive flexible procedure under the Procurement Act 2023.

Estimated Value: A range of between £20 - £30m for the duration of the contract.

This PIN relates to the supply and installation of charge points, commercial approaches to a concession contract as well as back-office provisions of EV charging solutions.

This PIN is for market leaders engaged in the supply of the relevant specification, installation, commissioning, testing and ongoing operation, maintenance and inspection of charging solutions.
