Funded ELC will be delivered by individuals who are registered with the Scottish Social Services Council (SSSC) and who have either achieved or started working towards the benchmark qualification for their role. Funded ELC will also be delivered by Care Inspectorate registered childminders. Although childminders are not required to register with the SSSC, to become a provider of Funded ELC they must have achieved or started to work towards the benchmark qualification equivalent to that of an ELC Practitioner.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:
There are no community benefits for this procurement beyond the direct benefits to eligible children, their parents/carers and the ELC sector and workforce. While the total lifetime value of the flexible framework will exceed GBP 4,000,000 it is anticipated that between 50 and 60 providers will deliver Funded ELC in Angus with individual provider contracts valued at between GBP 10,000 and GBP 2,500,000 over five years. The authority makes no guarantee that Funded ELC will be taken up with any provider. Up take is parent/carer led, with parents/carers selecting their preferred provider from the approved list based on their needs and the needs of their children.
