The service is for the management and operation of Blackburn with Darwen Borough Council’s two HWRC sites and collection and treatment of WEEE from the Council’s transfer station at Davyfield Road depot.

The HWRC site addresses are as follows :-

George St West, Blackburn BB2 1PQ Springvale Road, Darwen BB3 2ES

The staffing, operation and management of the sites must be in accordance with the requirements of this specification, and comply with all requirements of site licences, planning permission and leases.

two.2.4) Description of the procurement

The service is for the management and operation of Blackburn with Darwen Borough Council’s two HWRC sites and collection and treatment of WEEE from the Council’s transfer station at Davyfield Road depot.

The staffing, operation and management of the sites must be in accordance with the requirements of this specification, and comply with all requirements of site licences, planning permission and leases. Any amendment to existing site licences, planning permissions or leases, which are required for the Contractor to meet the requirements of this specification, shall be undertaken by the Contractor prior to the commencement of the provision of the services at no cost to the Council.

The contractor is required to organise the provision of sufficient offices, vehicles, plant, security and ancillary equipment for the safe, orderly and prompt removal off site of all wastes and to provide assistance to customers as required.
