NHS England South West (The Commissioner) is seeking to recommission Renal Dialysis Satellite (adult) Services in the region.

Satellite dialysis refers to the provision of dialysis treatment in smaller, community-based facilities that operate as extensions of larger hospital dialysis units. These centres are strategically located closer to where patients live, reducing travel time and making treatment more accessible and convenient for those with chronic kidney disease. Satellite units offer a less clinical and more patient-friendly environment, whilst clinical responsibility remains overseen by a specialist Trust. Units are staffed with skilled nurses and technicians and play a crucial role in improving the quality of life for patients by providing essential, life-sustaining treatment closer to home.

The term of the existing Renal Dialysis: Satellite (adult) Services - Bath contract is due to expire on 31st May 2026. NHS England South West has proposed that a new contract should replace that existing contract from 1st April 2025. NHS England will look to novate the contract to the supervising Trust, North Bristol NHS Trust, as indicated in the original procurement, from this date.

All requirements outlined in Regulation 6(5) of the Health Care Services (Provider Selection Regime) Regulations 2023 have been met, including not breaching the considerable change threshold, and therefore direct award process C has been deemed the appropriate provider selection process.

The contract term will be 2 years, commencing on 1st April 2025 and expiring on 31st March 2027 with a total contract value of £3,448,547.32

After conducting an assessment of the incumbent provider, taking into account the key criteria and applying the basic selection criteria, NHS England South West is content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.

The decision to award this contract in line with direct award process C was based on evaluation against the basic selection criteria, which was assessed on a pass/fail basis, and the 5 key criteria:

- Social value

The criteria were not weighted differently as they were deemed equally important for this service.

Assessment of the provider was based on evidence available through their existing contract with NHS England South West.
