Scope
Description
The Staffordshire Commissioner for Police, Fire and Rescue, and Crime (The Commissioner), wishes to commission a free, effective, Child Criminal Exploitation Prevention Service across Staffordshire and Stoke-on-Trent, which will: • Prevent children and young people becoming affected by Child Criminal Exploitation; • Prevent children and young people becoming affected by violence; • Safeguard Children and Young People; • Improve children and young people's behaviour, engagement and attendance at school; • Increase children and young people's resilience to overcome barriers; • Increase children and young people's ability to make informed positive choices; • Reduce rate of school suspensions; • Reduce rates of school exclusions; • Reduce the likelihood of young people's contact with the criminal justice system; • Increase engagement in relevant support services; • Improve life chances for children and young people. Estimated total value of the contract is up to £2,595,000 over 5 years. This includes the core service value and potential additional funding (demand-led).

Stage 1 - Written Submission and Evaluation
Stage 1 responses will be evaluated using a combined assessment approach:
- 90% of the Stage 1 Score will be based on Price per Quality Point, covering 10 weighted technical questions including Social Value and Price
- 10% will be based on a Weighted Evaluation Method assessment of one technical question evaluated by a panel of trained young people.
These two components will form Stage 1 score out of 100 - to two decimal places.
Following the conclusion of Stage 1: The top three scoring suppliers will be shortlisted and invited to the Presentation Stage.
Stage 2 - Presentations
The top three shortlisted Suppliers will participate in the Presentation Stage, responding to three scenario-based questions. This stage will be scored using a different scoring matrix to assess the presentations. Each presentation will be scored using a WEM approach with equal weightings:
- 5% for each scenario (totalling 15% of the overall score)
These scores will be added to the 85% carried forward from Stage 1, forming the final evaluation score used to identify the Most Advantageous Tender. The total final score will be calculated by combining:
- 85% from Stage 1 (75% from PQP and 10% WEM), and 15% from Stage 2 Presentations.
