two.2.4) Description of the procurement
SAMS Facilities department are responsible for building maintenance and refurbishment/alteration projects on site. They have identified the need to progress with the following project and require a suitable main Contractor to undertake the works to the specification requirements.
This is a lifecycle/net zero decarbonisation project:
The existing cooling only chillers are to be replaced with modern high efficiency Air Source Heat Pumps which will provide cooling and heating.
Main Objective;
As a lifecycle/condition based replacement project which will provide another step in SAMS operational resilience and meet UK and Scottish Government Net Zero targets for decarbonisation of buildings.
In order to make this project achieve maximum energy and carbon saving benefits, we have an outline specification of requirements, subject to final design by completion by M&E consultants, which includes:
-Replacement of Cooling only chillers with combined heating and cooling function provides additional capability and by feeding Heating capacity into the existing fossil fuel powered LTHW system this will reduce fossil fuel usage
-Low to very low GWP refrigerant and reduced quantities over existing chillers which will achieve large F-Gas Tco2e savings
-Variable Speed Drive and multi compressor units to allow demand driven running (existing units are single compressor start-stop units) which provide extensive energy saving capability
-Incorporation of Free cooling capacity and a thermal store to integrate with our site BMS system control to charge at most economical periods providing an additional energy saving function.
-Incorporation of waste heat recovery within ASHP units to harvest all waste energy and provide further energy savings and fossil fuel use reduction
-Hydraulic Simulation and optimisation of design approved through Hysopt (or equivalent) HVAC modelling software
-Incorporate a Soft landings type follow up performance review/recommissioning to ensure system is operating at maximum efficiencies through year 1 and going forward thereafter
-Incorporate any other innovative technology provided by suppliers as part of their procurement proposals which will enhance the benefits of the new installation
Desired Outcomes;
An energy efficient cooling system with all possible decarbonisation and energy reduction methods incorporated which will provide effective cooling and supplementary heating output to the ECMB wing. Installed and commissioned by end of November 2025.
