The Integrated Community Drug and Alcohol Service will offer recovery-oriented care to any Waltham Forest resident who requires it. The service shall cater to all ages and for all substances, and take a preventive approach for people of all ages, with an awareness of the importance of early intervention.
London Borough of Waltham Forest have followed Direct Award Process C for the award of the Waltham Forest Substance and Alcohol Misuse Service. This process has been undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 and the Council's Constitution and Standing Orders.

two.2.4) Description of the procurement
The all-age community-based support for substance and alcohol service shall comprise several elements. The core service includes structured treatment, recovery, and aftercare services. The service will also include provision for residential rehabilitation, inpatient detoxification, and community pharmacy support with purchasing, dispensing and supervising the consumption of medication. Services shall also be delivered for criminal justice clients, people experiencing homelessness and supporting people to gain and maintain employment as part of their recovery.
The service will:
• Assist in the prevention and reduction or cessation of substance and/or alcohol use.
• Assist in the prevention and reduction of physical and mental harm from substance and/or alcohol use.
• Assist in the prevention and reduction of harm to children and families of those with substance and/or alcohol use issues.
• Assist in the prevention and reduction of offending related to substance and/alcohol use.
• Work with local substance use commissioners and partners in developing innovative and effective responses to local substance and/or alcohol use issues.
• Work to reduce health inequalities by targeting groups experiencing higher levels of impact from substance and/or alcohol use.
• Work in collaboration with other system partners to improve the physical health of those with substance and/or alcohol use problems.
In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, the London Borough of Waltham Forest intends to apply Direct Award Process C to award the Waltham Forest Substance and Alcohol Misuse Service Contract to its existing provider, Change Grow Live (CGL).
The duration of the contract will be 36 months from 1 April 2025 to 31 March 2028, with the possibility of a further extension period of up to 24 months, until 31 March 2030.
The contract will have an approximate lifetime value of £11,295,000

Decision Making for the approval of Direct Award (Process C) in relation to Waltham Forest’s Substance & Alcohol Misuse Service consists of Chief Executive Officer, Portfolio Lead Member for Public Health, Deputy Chief Executive & Director of Stronger Communities, and relevant Directorate Senior Officers (e.g. Director of Public Health). Final approval was gained by full Cabinet on 10 September 2024.
No conflicts of interest were identified among individuals involved in making the decision in relation to this service.
The Key Criteria used and weighted by the authority were as follows;

The rationale for this was based on the detailed list of all requirements according to available guidance including factoring in the relative weighting from the original tender submission. Key Performance Indicators from the original contract determined that the existing provider satisfied the existing contract to a sufficient standard.
Regular performance reviews and monitoring meetings evidenced strong performance, and a high level of integration with the wider system.
