NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS Norfolk and Waveney Integrated Care Board (ICB) (referred to as the Commissioner) wish to inform the market of a future procurement opportunity for Dental Out of Hours Services across Lot 1 Norwich, Lot 2 Lowestoft or Great Yarmouth and Lot 3 Kings Lynn and invite all interested providers to participate in an early market assessment questionnaire which will be used as a conduit to ascertain market capability and interest in the opportunity.
This is an urgent need, and the Commissioner is working to a tight timeline to ensure all contracts for all three lots commence on 1st April 2025, to run for a period of 4 years with the option to extend for up to a further 12 months (total maximum contract duration 5 years). The contract to be entered into will be in accordance with the NHS Personal Dental Services (PDS) Agreement.

two.2.4) Description of the procurement
This notice is purely for providers to express an interest in the opportunity to provide Dental Out of Hours Services for Norwich, Lowestoft or Great Yarmouth & Kings Lynn. There will be three Lots for the consideration of providers and are detailed below.
The services for each of the three lots are to provide urgent dental treatment at weekends and Bank Holidays.
Providers are to note, the Commissioner will not be providing any premises for the delivery of the services. Therefore, it will be the responsibility of the new Provider/s to source suitable premises for the delivery of these services. The premises solution needs to be provided in line with NHS England Clinical Standard for Urgent Dental Treatment, in locations that promote access. Access should be considered for those arriving on foot, bicycle, wheelchair, mobility scooters, by car or by public transport, with services being accessible by all.
As part of the tender exercise, Providers will need to provide evidence of their premises solution, ensuring that they are in the specified locations for each of the Lots, ownership/agreement, and floorplans. Failure to meet the premises requirements may result in bids being rejected.
TUPE is unknown yet, but if there are any staff subject to TUPE, these will be listed as part of the tender documentation.
Lot 1 - Norwich:
The estimated total value of the contract (4 years with the option to extend for a further 12 months) is £767,520.
The service is expected to cover the following:
4 sessions on Saturdays
2 sessions on Sundays
2 sessions on Bank Holidays
The Commissioner would expect 6 patients to be seen per session.
The premises solution for the services are expected to be within 3 miles of Norwich City Centre (NR3 1YE Postcode).
Lot 2 - Lowestoft or Great Yarmouth:
The estimated total value of the contract (4 years with the option to extend for a further 12 months) is £383,760.
The service is expected to cover the following:
2 sessions on Saturdays
1 session on Sundays
1 session on Bank Holidays
The Commissioner would expect 6 patients to be seen per session.
The premises solution for the services are expected to be within 5 miles of either central Lowestoft (NR32 or NR33 postcodes) or within 5 miles of central Great Yarmouth (NR30 postcode)
Lot 3 - Kings Lynn:
The estimated total value of the contract (4 years with the option to extend for a further 12 months) is £383,760.
The service is expected to cover the following:
2 sessions on Saturdays
1 session on Sundays
1 session on Bank Holidays
The Commissioner would expect 6 patients to be seen per session.
The premises solution for the services are expected to be within 5 miles of Central Kings Lynn (PE30 postcode)
Key points for consideration for interested providers are: -
1. Must be a current provider for dental services
2. Must already be CQC registered.
3. Must have available or access to workforce capacity to provide the procured services (TUPE is currently unknown)
4. Must have the ability to mobilise quickly (for example within 2-3 weeks) due to working to a limited timeline.
5. Must be willing to work with system partners (e.g. 111 or GP Front Door) who will signpost patients to the service.
6. Must have suitable premises as described above.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
The procurement will be advertised in accordance with the Provider Selection Regime(PSR) Notice. The awarding of this contract will be subject to the HealthCare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 will not apply to this award.
