Description

Derbyshire County Council (The Council) are seeking to establish a Framework to provide The Council with a reliable, flexible, and cost-effective means of procuring operated plant and equipment to support highways, construction, and maintenance activities. It is designed to ensure consistent standards of safety, quality, and performance, while offering value for money and streamlined access to a range of equipment types and services.

The Framework will cover a wide range of plant types and vehicle categories, supplied with appropriately qualified operators. The services may be required across multiple locations within the Council's jurisdiction.

The framework will be structured into the following 10 lots:

• LCVs & HGVs

• Road Sweepers

• Jetting Units

• Skid Steers

• Tractor Units

• Surface Planers

• Surface Pavers

• Excavators

• Hot Boxes

• Reactive Emergency Standby

The proposed Framework is expected to commence on 3rd October 2025, with an initial term of 2 years, with the option to extend for a further two 12-month periods, up to a maximum of 4 years (2+1+1).

The intention is to appoint multiple and capable Contractors to each Lot to ensure adequate competition, capacity and coverage during the term of the Framework and for call-off purposes. There will be no restriction to the number of Contractors accepted on each lot.

Framework operation description

Under the Framework, Tenderers will have the option to bid for all lots that are listed (provided that they are able to supply the items that have been indicated) and will not be limited to only being awarded onto a specific number of lots. Call-offs from the Framework will be conducted by either Direct Award or Further Competition, based on the needs of the Council and specific job requirements.

In all cases, the Contractor offering the lowest price, including any offered rebate discount, for the required item/line will be approached first, provided they are located in that area and can meet the required timescales. If that supplier is unable to meet the need (e.g. due to lack of availability), the next lowest-priced Contractor (including any offered rebate discount) meeting the location and availability requirements will be contacted. This process will continue until the requirement is fulfilled.

Direct awards will be used for reactive requirements, where work needs to commence within 30 days of the requirement being identified. These are typically unplanned or urgent needs that must be responded to quickly.

In such cases, the award will be based on the following evaluation criteria:

• Price; and

• Availability; and

• Location

Mini-competitions will be used for proactive requirements-i.e. work that is planned in advance and scheduled to start more than 30 days from the date of identification. This may include ongoing or longer-term needs that allow for a competitive process.

For mini-competitions, Contractors will be invited to submit a bid within a specified time frame through the e-tendering portal.

• Price; and

• Availability; and

• Location
