two.1.4) Short description

The City of London Corporation (the ‘City’) is carrying out Pre-procurement market engagement (‘PPME’) in relation to the Rough Sleeper Navigators.

The City of London is currently facing high numbers of street homelessness within the Square Mile.

A rough sleepers Navigator service is additional to the City’s Street Outreach Service and targeted at working with the most prolific and entrenched rough sleepers who are either identified as Target 1000 clients or classed as “Living On the Streets”.

Rough Sleeper Navigators is currently a shared service, commissioned by Tower Hamlets, however the intention of the City of London Corporation Homelessness and Rough Sleeper Service is to commission a City specific service for the next 18 months plus whilst a third party review of all rough sleeper interventions is underway.

two.2.4) Description of the procurement

This is a soft market testing exercise in relation to an upcoming requirement the City of London

Corporation (the City) has for a new Rough Sleeper Navigators.

The soft market testing will involve the submission of the SMT questionnaire — to be received by

12.00pm Noon on 07.01.2025 via the capital esourcingportal.

If your organisation would like to participate in this market engagement exercise, it can do so by

completing and returning the soft market testing questionnaire which can be found on the City’s

e-procurement portal at www.capitalesourcing.com

Participants should register as a supplier on the portal on the aforementioned link (if not

already), then search for the opportunity titled ‘City Advice Service’ where the questionnaire can

be obtained.

Please ensure the questionnaire is uploaded to the capital esourcing portal

www.capitalesourcing.com by 12.00pm Noon on 07.01.2025.

This Soft Market Testing is being undertaken using the electronic tendering system ‘CapitaleSourcing’

(url:www.capitalesourcing.com).

Therefore, to access the PPME documentation please register on the system and then search using

'Rough Sleeper Navigators'.

Organisations must submit their completed SMT questionnaire, together with any supporting

documents via the system by the return deadline of 12.00 pm Noon on 07.01.2025 in order to

participate and registration is free.

SMT questionnaire submissions cannot be uploaded after the return deadline.

The City will not be held accountable for any errors made by an organisation in submitting their SMT

questionnaire.
