two.2.4) Description of the procurement
The Government have introduced a requirement for CQC registered service providers to ensure their employees receive learning disability and autism training appropriate to their role. This is to ensure the health and social care workforce have the right skills and knowledge to provide safe, compassionate, and informed care to autistic people and people with a learning disability. This requirement is set out in the Health and Care Act 2022 (became a legal requirement from 1 July 2022).
The Oliver McGowan Mandatory Training will comply with the code of practice/CQC regulations. A key and unique element of the training is recruiting experts with lived experience to deliver aspects of the training. Following the completion of e-learning staff must complete either of hour-long live webinars or full day face-to-face training, depending on the level of expertise required.
Proposals are sought from experienced, credible, and reputable providers in the field of training delivery to health and social care to support Hertfordshire and west Essex ICB. The service need includes, delivering Tier 1 and Tier 2 training sessions, delivering “train the trainer” sessions via a lead trainer and supporting the development of sustainability across the system to ensure continued delivery post funding.

To deliver this contract Hertfordshire and west Essex ICB require access to Tier 1 and Tier 2 Trainers, in addition to Lead Trainers (to enable delivery of "train the trainer" sessions). The successful bidder is required to list their trainers who are registered on "The Oliver McGowan Mandatory Training approved trainers" list for both Tier 1 and Tier 2. The successful bidder is required to work with a lead trainer who is registered on "The Oliver McGowan Mandatory Training approved trainers" list to deliver “train the trainer” sessions and train those with lived experience. This can be an employee or a subcontractor. If you don’t already have someone in place during the procurement, you will need to confirm that your organisation has a plan in place to ensure access to at least one Lead Trainer by May 2025.
