two.2.4) Description of the procurement
This Invitation to Tender provides information about the procurement of Child and Adolescent Mental Health Services (CAMHS) for NHS Shropshire, Telford and Wrekin Integrated Care Board . The purpose of this procurement is to secure a Service Provider to deliver Child and Adolescent Mental Health Services (CAMHS) across the geographical area covered by NHS Shropshire, Telford and Wrekin Integrated Care Board. The ICB has chosen to follow the Competitive process for this opportunity in accordance with Regulation 11 of the Healthcare Services Provider Selection Regime (PSR) Regulations 2023.
The overarching scope and purpose of this service is to deliver evidence-based emotional wellbeing and mental health services for children and young people in Shropshire, Telford and Wrekin, including children in care and vulnerable children and young people (CYP). The service will employ the nationally recommended I Thrive model and seamless dedicated pathways to facilitate a person-centred, trauma-informed, needs-based partnership approach to ensuring our children and young people receive the right support at the right time, in the right place, with a key focus on early identification, support and prevention.
The service target population is CYP aged 0-25 (18-25 for transition into adult care for existing patients) experiencing emotional and mental health difficulties, including but not limited to:
• Early help and prevention
• Anxiety disorders
• Depression
• Attention Deficit Hyperactivity Disorder (ADHD and ADD)
• Autism Spectrum Disorder (ASD)
• Trauma and attachment issues
• Bereavement & Loss (including loss as a result of entering care)
• Emotional difficulties linked to identity and gender dysphoria or dysmorphia
• Eating disorders including ARFID
• Self-harm and suicidal ideation
• Tourettes
The following outcomes will be achieved through the effective delivery of this service:
• Improve access to the right support or service at the right time, through one integrated service that is trauma-informed, clearly understood, easy to navigate, one point of entry, multi-agency working and sharing of information.
• Placing CYP and families at the heart of the service, delivering person-centred, outcome driven care and support.
• Implement a preventative and early help model, raising early awareness and universal support to prevent needs from escalating, equipping families and children and young people with the skills and techniques to support their mental health and emotional wellbeing.
• Improve availability of enhanced earlier support for CYP with their emotional health and wellbeing with a real focus on earlier identification of needs, therapeutic support and prevention.
• Reduce waiting times for those individuals waiting for assessment, support, therapy, treatment or an intervention.
• Improve support whilst waiting through an effective multi-agency approach to needs and risk.
• Improve health outcomes for the individual through integrated and person-centred care, and proactive planning of step down, discharge or transfer.
• Improve access and availability of information, support, education for children, young people and families.
• Prioritising the needs of our most vulnerable children and young people and their families, providing dedicated trauma-informed support across the I-Thrive model.
• Young people and their families successfully supported through their transition into adulthood and where necessary, adult services. Enabling Care leavers access to the emotional wellbeing mental health support up until the age of 25.
• A service model that is aligned with and complements the system Integrated Care Strategy and priorities of the Local Authorities.
• Improve access to and outcome of using services in terms of addressing inequalities, including remote rural locations, digital exclusion, accessibility, transport links, those who are reliant on carers, those with different communication needs.
• Effective integrated joint working approaches between CAMHS and services such as education/community drug alcohol treatment/domestic abuse/social care/Public Health etc. with agreement on how services will work together to meet the holistic needs of the CYP.
This is a block contract and will be for a period of five years with the option to extend for up to a further two year period, with an estimated value of £95,655,952.00 (including extensions) inclusive of VAT where applicable. NHS Standard Contract Terms and Conditions will apply. The anticipated Contract go-live date is 01st April 2026. The Authority has set a budget threshold of £68,325,680.00 over the initial 5-year contract period, bids should not exceed £13,665,136.00 per annum inclusive of VAT (if applicable). The Authority shall not consider Bids that are unaffordable and above the budget threshold.
The Authority reserves the right to modify this Contract at any time during the Contract period in accordance with local, national and regional requirements affecting this service, including but not limited to; changes in guidelines, clinical governance, the updating of the clinical pathway and patient / activity volume increases which may increase the overall cost. Any required modification will be made in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023.
