Description

Scottish Hydro Electric Transmission Plc (SHET) trading as SSEN Transmission has

identified a requirement to establish an IT Digital Services Framework of suppliers to maintain a

dedicated pool of suppliers to support the successful delivery of our T3 programme. Details

Lot 1. Enabling Network Growth

Description

During the RIIO-T2 period we laid the building blocks to support our journey to world class asset management through implementation & initial integration of core systems. Our focus now shifts, and we will look to exploit these new capabilities and embark on series of digital initiatives that will transform our network and asset management through the RIIO-T3 period.

Lot 2. Enabling World Class Asset Management

Description

The programmes within this theme will look to build on these capabilities by focusing on maximising the use of data and our core asset management platforms to manage and operate our assets in the best way possible, embracing leading practices that enable a value-for-money approach, ensuring we become a 'world-class' digitally enabled asset business.

To deliver and enhance our asset management and operations capabilities in the RIIO-T3 period we have outlined two programmes that we will look to complete:

• Asset Management & Operations

• Control Systems & Use of Real Time Data

These programmes of work will look to digitalise more of our asset management processes, giving staff access to the data they need, when they need it. Helping us deliver operational efficiency, network resilience and data-driven investment decisions, supporting the development of our network as we build a network for net zero emissions.

Lot 3. Data Driven

Description

Through our use of data, we will deliver transformational benefits to our operations, investment decision making, and capital projects, with infrastructure built at pace and fit for the long-term future. This will be critically important as we rapidly scale our operations through the RIIO-T3 period and beyond. As a stakeholder led business, our customers and stakeholders will judge us on our values, ways of working and ethical conduct. Again, it is high quality, trusted data that will enable transparent and auditable reporting of our progress. Throughout the RIIO-T3 period we are committed to playing our part in the digitalisation of the energy sector and unlocking the value of our energy system data. To achieve this, we must continue with the significant investment in our data capabilities through the RIIO-T3 period.

Lot 4. Digital Services

Description

The result of the growth in our network and our workforce has created the need to further enhance, exploit and optimise our investments as the business requirements continue to evolve over time at pace. This additional investment will allow us to maximise the value of previous investments, thus demonstrating wider value for money to the consumer.

We expect these changes to be wide ranging and based on our experience during RIIO-T2 we anticipate demand in the following core applications and technologies:

• Asset and Work Management systems

• Digital Engagement systems

• Capital Delivery through Integrated Project Management systems

• Mobile Access & Remote Connectivity systems

• Cloud Platform and Application Development technologies

• Data, AI & ML services technologies

Lot 5. Strategic Advisory & Consultancy

Description

For the programme overall we will require Professional and Consultancy services with preferably Regulated Utility experience or equivalent to help support the delivery of the T3 programme but not limit to:

1. General Digital and Cyber advisory services for Strategy, OT, Architecture and CIO

2. Client-Side Advisors for Portfolio and Programme delivery

3. Strategy engagements under Digital and Cyber investments e.g. ERP Strategy

4. Solution Integrity and Assurance on behalf of Head of Technology and CIO

5. Business Integrator roles

6. QA and Assurance on Programme Delivery, portfolio delivery and outcome delivery
