Description

North East CA are looking to appoint a range of experienced consultants who can undertake business case appraisals in accordance with the required assurance processes. This guidance will be used to support judgements and funding decisions and the award of public funding to applicants.

Appointed supplier(s) will undertake appraisals which are compliant to the Treasury Green Book Standard , DfT WebTAG and North East Combined Authority Single Assurance Framework . Appraisal advice will be provided at the varying stages of review, including but not limited to Appraisal Summary Report, Outline and Full Business Case.

Framework operation description

Up to six providers will be appointed.

Works orders will be placed from this framework call of contract using an order form. This will be a ranked framework using the following principles:

Firstly, NECA will have complete discretion to apply its own conflict management principles which are intended to avoid any perceived or other conflict of interest. For example: if a consultant engaged by Supplier A has been involved (to any extent) in the development of a business case, no other individual engaged by Supplier A can be involved (to any extent) with the appraisal of that same business case. This is irrespective of any proposed division of offices or ethical walls which will not be accepted. Where the supplier is a consortium made up of, for example Supplier A and Supplier B, and Supplier A has been involved in the parent business case, the consortium could only be engaged to appraise that business case on the condition that no one engaged by Supplier A would have any involvement.

The second principle is that the first ranked supplier will be given first preference followed by the second and third etc.

Thirdly if a supplier has more than 4 task orders at any one time, the CA will determine that this should route to the next ranked supplier accounting for principles 1 and 2 above
