The Secretary of State for Defence intends to directly award a contract to GE Energy Power Conversion Ltd for technical reasons under regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for the supply of Integrated Gate Bi-Polar Transistors and Thyristors, which are manufactured by Dynex Semiconductor Ltd exclusively for GE Energy Power Conversion Ltd and are essential for the operation of the VDM25000 electrical power and population converter Machine Bridge Modules and Supply Bridge Modules. These are used exclusively on the Type 45 and Queen Elizabeth class vessels operated by the Royal Navy.

These goods are manufactured exclusively by Dynex Semiconductor Ltd for integration into the equipment used on the specified vessels. The manufacturer has confirmed that:

The goods are specifically designed and produced for this unique purpose and are not manufactured for any other use or market.

GE Energy Power Conversion Ltd has an exclusive supply arrangement with the manufacturer, making them the sole authorised distributor of these goods.

As a result, there are no other suppliers capable of providing these goods to the required specification
