Description

Transport for London (TfL) is issuing a preliminary market engagement notice to obtain market feedback in relation to the Traffic Data Collection Services Framework by issuing a Market Sounding Questionnaire (MSQ).

The primary focus of the MSQ is to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. The engagement will also provide feedback and help to develop the lotting strategy for the framework.

The purpose of the framework is to support the area within TfL, by allowing services to be competed through the framework, ensuring value for money for TfL.

TfL envisage that the framework will be a standard framework with a duration of 3 years with an option to extend for a further year, however this could change following feedback from the market and TfL reserve the right to change our procurement approach.

TFL Consider that the Framework for Traffic Data Collection Services will consist of following four (4) lots (these are subject to change following response from the MSQ):

Temporary Traffic Counting Surveys - TfL requires highly accurate counts of vehicles (split by vehicle classification such as HGV's, Buses, Cars...), pedestrians, and cyclists utilising data from remote sensors or manual enumerators (for short term deployment) providing timely intelligence to support TfL business decisions.

Temporary Traffic Tracking Surveys - TfL requires highly accurate counts and journey times from point-to-point movements of vehicles (split by vehicle classification), pedestrians, and cyclists from remote sensors for short term deployment providing timely intelligence to support TfL business decisions.

Temporary Traffic Speed Surveys - TfL requires highly accurate spot speeds of vehicles (split by vehicle classification) and cyclists from remote sensors for short term deployment providing timely intelligence to support TfL business decisions.

Specialist Services and Analytics - TfL currently utilises the following specialist traffic data surveys and analysis: Traffic signal specific surveys (Degree of Saturation (DoS) and Under-Utilised Green (UGT)) or Behavioural and compliance studies. However, TFL will use the results from this MSQ to inform the Specialist Service & Analytics lot for the Framework.

Engagement process description

TfL invites suppliers to participate in this Preliminary Market Engagement exercise by completing a Market Sounding Questionnaire (MSQ). All feedback received will be treated as confidential and will be used by TfL to help to shape any upcoming procurement opportunity.

Information on the engagement process and the procurement can be found in MSQ documents which will be emailed to interested suppliers.

The engagement process consists of the following key steps:

1. Registering Interest - Suppliers who wish to participate should express their interest by emailing datasurveyframework@tfl.gov.uk and quoting 'Traffic Data Collection Services Framework - Registering MSQ interest'.

2. Review and complete the MSQ document.

3. Email the completed MSQ document back to datasurveyframework@tfl.gov.uk  before the deadline of 17:00 on Friday 1st August 2025.

TfL may follow up this MSQ with further engagement activities following the submission of the MSQs, for example through a 1-2-1 engagement session.
