two.2.4) Description of the procurement

This is a call for soft pre-market engagement with suppliers who may potentially be interested in an upcoming contract.

Crawley Borough Council shall require a new Bus Shelter concession contract in mid 2026 that covers all bus shelters in the Crawley Borough and any new ones that are setup.

The requirements of this contract are divided into two parts: critical services (the majority of the contract) and some works.

The required services include the maintenance, repair and ongoing general upkeep of the bus shelter sites, cleaning of bus shelter sites, upkeep of advertisement material and management of electricity and any internet connection requirements and fees (to be paid by the contractor).

The required works involve the construction and installation of any new shelters required during the lifetime of the contract, along with the removal of any bus shelters no longer required. Any new shelters will require the services as mentioned above. It is anticipated any works will be subject to sustainability requirements. There is an expectation that the design of the shelters will be to one or two standard designs however certain shelters will require an enhanced design (due to for example specific location factors or required shelter size i.e. train stations).

In exchange for carrying out the required services and works, the appointed contractor will have an exclusive right to advertise on the bus shelters (subject to certain limitations) and generate revenue.

Any new contract will last for a minimum of 10 years with the option to extend for a further 5 years.

The Council invites suppliers, who may be potentially interested in this future contract, to contact the Council and help advise on what to consider for this contract's specification.

The Council welcomes receiving call requests now to book times for pre-market engagement in January 2025.

six.3) Additional information

This is neither a pipeline notice nor a PIN; the purpose of this notice is not to commence or setup any procurement process at this time. No procurement process will commence until (very likely) after the Procurement Act 2023 (and supporting legislation) has come into effect.

This is purely a request for early pre-market engagement to help the Council understand what will be initially feasible, what can and cannot be in scope of this future project and to understand what current market expectations are.

The design of the shelters is of particular interest at this early stage.

Participation in any future procurement exercise will neither be guaranteed nor conditional on having taken part in this pre-market engagement.
