The London Borough of Hammersmith & Fulham (H&F), acting as the lead authority on behalf of a commissioning partnership with Kensington and Chelsea and Westminster, is preparing to commission a new suite of services to support survivors of Violence Against Women and Girls (VAWG). This procurement will be delivered through a multi-lot contract structure.

We are inviting providers to a Market Engagement session to inform the upcoming procurement and gather early feedback on the proposed specifications, budgets, and delivery models. This early engagement will help shape the service offer.

Proposed Lots

- VAWG Support Services

Services for survivors of domestic abuse, sexual violence, harmful practices, LGBT+ survivors, young girls, women from global majority communities, and those with No Recourse to Public Funds (NRPF).

- Multi-Agency Risk Assessment Conference (MARAC) Coordination

Coordination and administration of high-risk case review panels across the three boroughs.

- Specialist Domestic Abuse Court (SDAC) Coordination

Coordination of Specialist Domestic Abuse Court, improving outcomes for survivors navigating the justice system.

Market Engagement Session

The first market engagement session will present an outline of the proposed specifications for each lot, share current budget envelopes and assess feasibility and identify future areas of potential growth over the contract period.

We will offfer opportunities for 1:1 conversations with commissioners post this session

Engagement process description

Hammersmith & Fulham, Kensington and Chelsea, and Westminster councils will jointly host a Market Engagement session on Wednesday 16th July, 2:00-3:00pm, to introduce the upcoming VAWG services procurement. The session will outline the proposed lot structures, initial service specifications, indicative budgets, and areas for potential growth across the contract term.

Following the session, interested providers will have the opportunity to book a 1:1 discussion with commissioners on one of the following dates:

- 22nd July: 2:00-2:45pm, 3:00-3:45pm, or 4:00-4:45pm

- 23rd July: 12:00-12:45pm, 2:00-2:45pm, or 3:00-3:45pm

- 24th July: 10:00-10:45am
