Gloucestershire City Council (GCC) is seeking to engage with the market prior to considering going out to tender in 2025 (under PA23) to help mature the scope of what GCC requires, in relation to Unpaid Carers Support Services (Lot 1: Adults, Lot 2: Children) and would like to invite tenderers to attend a market engagement event in person or via MS Teams, where details of the procurement process, indicative dates and requirement details will be presented.
The details are:
• Wednesday 4 December 2024 in person from 2.30pm - 4.30pm at Gloucestershire County Council, Shire Hall, Westgate Street, Gloucester GL1 2TR
or
• Thursday 5 December 2024 online (via MS Teams) from 1.30pm - 3.30pm
Event Objectives
Scope clarification with a particular focus on carers breaks, carers emergency scheme and approaches to pricing.
Event Guidance
The number of representatives will be limited to two people from each organisation (this includes your partner organisations if appropriate) in relation to the in-person event. Please note that both events will be recorded for the purpose of note taking and record keeping ensuring all information shared may be accurately summarised and disclosed when issuing the tender documentation.
For the online event a MS Teams link will be sent to organisations attending. Please do not share this link, only invited attendees will be admitted and all attendees must display their name and organisation.
If you are interested in attending, please provide details via Pro Contract (confirmation must not be sent via email and will not be accepted), noting the following:

Below is a short description of the Contracts.
Adult Unpaid Carers – LOT 1
Gloucestershire County Council (GCC) and Gloucestershire NHS Integrated Care Board (ICB) aims to provide a comprehensive service for unpaid Adult Carers, enabling them to feel valued, resilient, and empowered. The service will deliver tailored, flexible, personalised and cost-effective support for adult carers in Gloucestershire, to meet carer needs. Collaboration with key partners will be an integral element, partners will include the Gloucestershire Integrated Care System (ICS), Carers Partnership Board and Carers Response Group.
Expected outcomes are linked to the Carers Partnership Boards six priority areas, ensuring that Carers are: heard, recognised, informed, prepared, connected and reached. These priorities support carers health, inclusion and access to tailored information and crisis support.
The service aligns with the Care Act 2014’s principles of Prevent, Reduce and Delay. All interventions will comply with relevant policies, guidance, legislation and quality standards.
We expect the service to be flexible in approach and to adapt to changing policies and strategic direction, ensuring ongoing relevance and effectiveness for the estimated 51K+ carers in Gloucestershire.
Summary List of the Scope Requirements is as follows:
The Service will provide accessible information and support services for those aged 18 years and over, focusing on supporting carers resilience, wellbeing and enabling them to thrive.
In brief, the Adult Unpaid Carers Support Service will include:
Assessment (Care Act and Holistic): ensuring Care Act compliance and support planning. This includes Carers Breaks.
Carers identification /discount Card: to support carer identification and wellbeing.
Carers Partnership Board and Carers Response Groups: administration, coordination and facilitation
Collaboration and partnership working to form strong partnership working across the Integrated Care System and communities to promote Carer Aware.
Contingency planning: to support carers with their own plans as a priority including Carers Emergency Scheme.
Health and Wellbeing: peer support, counselling, community engagement
Information, Advice and Guidance
Training, Skills, Activities & Development: increasing Carer resilience and wellbeing.
Transitions: supporting Carers throughout their caring journey.
Volunteering: coordinate a volunteer team to promote Carer Aware and facilitate carer groups.
Out of Scope
Support to carers under the age of 18 years.
The carer and their cared for, both live outside of Gloucestershire.

The Service will provide accessible information and support services for those aged 8 – 16 young carers and 16 years plus for Young Adult Carers, focusing on supporting carers resilience, wellbeing and enabling them to thrive.

LOT 2 Young Carer Support Services include support for young carers and young adult carers, covering a range of support and service activities which include, but are not limited to, the following:
1 participation and young carer voice
education, information advice and guidance
assessment and support planning
emotional and wellbeing support
learning and development programmes
