two.1.4) Short description

The Cardiff and Vale Health Board is responsible for the delivery of Neurodevelopmental Diagnostic services to children and young people up to the age of 18 years old. This is currently delivered by a multidisciplinary team through a mixed method delivery of face to face and virtual clinics.

Due to a significant increase in demand, the Health Board is seeking to implement additional clinical resource to undertake appropriate diagnostic assessments for Neurodevelopmental conditions including Autism Spectrum Disorder (ASD) and Attention Deficit Hyperactivity Disorder (ADHD). The additional clinical resource will support in the clinical delivery of assessment to children and young people who have been waiting for assessment for over 2 years.

Preferably the additional clinical resource would deliver assessment activity through an appropriate digital platform, although delivery does not have to be limited to digital and appropriate face to face delivery will be acceptable.

Key Objectives - to include but not limited to:

-clinically led

-Be able to deliver Neurodevelopmental diagnostic assessments for conditions including ASD and ADHD

-Be able to complete a full diagnostic assessment within 4 weeks of the first assessment appointment

-Be staffed by appropriately qualified clinicians who adhere to recognised professional body standards with an appropriate level of practical experience. Staff must hold safeguarding level 3 certification and an enhanced DBS check

-Meet the standards of the current clinical evidence base for diagnostic assessment as outlined in NICE Guidance

-Allow for flexible access to assessment between 8am – 8pm to best meet the needs of CYP and their Parent/s Carers. If possible, services should be provided over the weekend.

- Be able to adhere to local policies and procedures, particularly in relation to safeguarding

-Mirror the core services in the management of DNAs and communication of these

-Have a clear clinical supervision model in place within an appropriate governance framework.

Key Outputs - to include but not limited to:

Diagnostic Assessments

-360 Neurodevelopmental Diagnostic Assessments

-Assessing for ASD / ADHD or both as appropriate

-Assessments should be fully completed with outcome / diagnosis confirmed with the family within 4 weeks of the first assessment appointment

Assessments should commence no later than 6 weeks from the date the referral is accepted into your service.

All assessments should have commenced before the end of the 2024-2025 financial year.

two.2.14) Additional information

Timescales for implementation

It would be expected that the delivery of assessments would commence no later than 4 weeks following the successful award of the contract and completion of relevant information governance requirements, following a period of set up and information sharing.
