This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the intention of the Authority to award a contract for the provision of a minor injuries service at Cheshunt to its incumbent provider, Herts Urgent Care.

The proposed new contract will start on 1st April 2024 and will end on 31st March 2025 with the option to extend for a further 12 months to 31st March 2026. The value of the new proposed contract is £1,133,434 (excluding VAT) for the year. The value reflected in this waiver is the maximum value if the optional extension is implemented. Please note that these are expected values and may be amended post contract finalisation with the provider.

This service was originally awarded via a competitive tender and has been in place since 1st April 2019. The cumulative value of the contract to date is £4,582,250 (excluding VAT and excluding the value of the proposed new contract.

The proposed short-term contract will provide sufficient time for the ICB to undertake a robust review of the provision in line with the wider systems Same Day Access requirements.

This is a walk in service for the diagnosis and treatment of minor injuries including breaks, sprains and cuts.  Patients are triaged, x-rayed if appropriate and treated for their injuries.  There are provisions in place for re-directing the patient if their injury requires more specialist treatment.  It is available to any patient, from 08:00-20:00 seven days a week.  This service is effective at reducing attendances in ED departments locally.

Explanation:

NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) was became a legal entity on 1st July 2022 and replaced the Clinical Commissioning Groups within the ICB footprint. Since its incorporation, the HWE ICB has been conducting a full review of service provision to ensure there is equity of access for patients across the footprint.

This new short-term contract will allow the ICB to conduct a robust review of service provision in line with Same Day Access requirements to ensure that the service is in line with patient needs.
