This is a voluntary ex-ante transparency notice (VEAT) and is designed to provide notice to the market of the intention of the Authority to award a contract for a Diabetes Structured Education service to its incumbent provider, Spirit Healthcare Limited. This service is being delivered in East and North Hertfordshire only.
The new proposed contract will start on 1st February 2024 and will expire on 31st March 2025. The value of this new contract is £108,579 (excl. VAT). Please note that these are expected values and may be amended post contract finalisation with the provider.
The contract was originally awarded via a competitive tender process and has been in place since 1st February 2019. The total cumulative value of the service to end January 2024 is £634,410.19 (excluding VAT and excluding the value of the proposed new contract).
This short-term contract will allow a full review of the current service provision across the wider Integrated Care Board area to inform the future commissioning of the structured education service.

This service includes the Provision of structured education for patients newly diagnosed with type 2 diabetes. This offers a one-off four hour session offered to patients newly diagnosed with Type 2 diabetes. It offers support and understanding of their condition and effective ways to manage their own health, including exercise and healthy eating. This is offered as a virtual session or a face to face session. It is for small groups, so that the patients interact with the trainer and each other. It is designed to help patients to feel less alone and isolated at a challenging time.

Explanation:
The NHS Hertfordshire and West Essex Integrated Care Board was formed on 1st July 2022 and incorporated the previous Clinical Commissioning Groups which covered the Herts and West Essex footprint. Since its incorporation, the ICB has been reviewing its services and contracts to ensure equity of services for patients.
This short-term contract will allow the ICB to undertake a robust review of the service and consider appropriate procurement options in line with relevant legislation.
