The YPAS service is part of the overarching Children and Adolescent Mental Health Service (CAMHS) commissioned for local patients. YPAS work as part of a specific local Liverpool CAMHS partnership alongside other local NHS, independent and voluntary sector providers in the local area who have all agreed to work collaboratively in their service delivery. YPAS delivers a prevention and early intervention model through operating three community based mental health hubs delivering the following services for CYP aged 5-25 years and their families:

• Open access drop-in

• Mental health wellbeing support/social prescribing

• Parenting and family programmes

• Counselling and psychological therapies

• Alternative to crisis service

• Primary Care Liaison

• Mental health Support Teams in Schools (MHST)

• Targeted services for CYP who identify as LGBTQ+ and refugee and asylum seekers

In Liverpool Place YPAS are part of the Liverpool CAMHS Partnership which works collaboratively as part of a Memorandum of Agreement within all contracts. This has strengthened the collaborative approach ensuring specific requirements are shared including workforce, estates, information sharing, communication and partnerships.

There is currently no other service across Cheshire and Merseyside which has the operating model of YPAS, specifically in relation to being part of a wider collaborative and core delivery partner and therefore further competition is absent to ensure continuity of delivery and sustainability of the future care model.

Therefore, following a 10 day standstill period, if the ICB receives no substantiated objections, the ICB aims to conclude the proposed contract with Young Person's Advisory Service Liverpool on or after 5pm 12/01/2024.
