This PIN is for market engagement only. It does not signify the commencement of any procurement process and does not constitute any commitment by the Department for Education. If the Department for Education decides to commence any procurement process as contemplated by this notice, a separate notice will be published at the relevant time. The requirements and values set out below may be subject to change.

This notice is a notification of a market engagement survey that the Department for Education (DfE) is conducting to gain insight for the procurement of a leadership and development programme for political and corporate leaders of Local Authority Children’s Services.

Keeping children safe is a key priority for this government. However, local authority (LA) Children’s Social Care (CSC) and Special Educational Needs and Disability (SEND) systems are under pressure from:

• Service demand;

• Workforce capacity and capability challenges;

• Funding pressures

• Leadership churn.

This contract aims to upskill political and corporate leaders of children’s services to drive improvement in CSC and SEND LA performance through universal, targeted and intensive support offers. The programme supports Lead Members, council leaders, Chief Executives and other senior LA leaders to fulfil their statutory roles, build their understanding of CSC and SEND, and equip leaders with the skills to scrutinise performance and deliver improvements to CSC and SEND services.

The total value of this contract is anticipated to be £5,700,000.

We anticipate a 2 year contract, with possible 1 year extension, commencing in or after April 2025.
