It is Liverpool City Council’s vision to have a modern, integrated, recovery orientated, all age drug and alcohol treatment system for all those individuals, carers and families in Liverpool who need support to recover from drug and or alcohol and to minimise the harm and risks associated with it.

Liverpool City Council is seeking an experienced provider to deliver an all-age integrated drug and alcohol treatment and recovery service for Liverpool residents that focuses both on the needs of those that use(d) drug and/or alcohol and their treatment journey and also on individuals’ wider needs (including housing, education and employment) to maximise the benefits of treatment.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this

contract is subject to the Health Care Services (Provider Selection Regime) Regulations

2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015

do not apply to this award. The publication of this notice marks the start of the standstill

period. Representations by providers must be made to the relevant authority by midnight on 04 December 2024. This contract has not yet formally been awarded; this notice serves as an

intention to award a contract under the competitive process of the PSR.’

The key criteria for the award were weighted:- , Quality and Innovation 40%, Value 5%,

Integration/Collaboration/Service Sustainability 20%, Improving Access/Reducing Health

Inequalities/Choice 25% and Social Value 10%.

The provider selected achieved the highest overall score against the weighted key criteria. Quality and innovation received the highest weighting as these aspects are fundamental to transforming Public Health Service for Liverpool and achieving the contract objectives. The remaining key criteria were considered to be of equal importance.
