This purpose of this notice is to inform the market of a contract awarded to Stellar Healthcare Ltd commissioned by NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) following the successful conclusion of a due diligence lead provider process for an all age Integrated Urgent Assessment and Treatment Centre for the population of Hertfordshire and West Essex.
The contract approach is a lead provider model (provider collaborative).
HWE ICB sought to identify a capable lead provider in order to commission a collaborative approach for the delivery of an all age Integrated Urgent Assessment and Treatment Centre, that supports the vision and aims of the national and local access delivery plans for urgent and emergency care and primary care.
This approach aligns with the 2022 Health & Social Care Act which set out the requirement for systems to create ‘Provider Collaboratives’. The aim of these Provider Collaboratives is to bring together public providers of NHS services (incl. primary medical care and acute trusts) to work together at scale for the benefit of populations.
Delivering the service through a Provider Collaborative will enable the ICB to better manage rising demand, increase the quality of service delivered to patients, and improve efficiencies creating better sustainability.
The maximum contract duration for this service is 7 years (5 years initial plus 2-year extension provision).
The maximum aggregate contract value for this service is £16.8m (exclusive of VAT):
- (maximum of £12.0m initial 5-year period from 1st November 2023 to 31st October 2028) + (maximum of £4.8m 2-year extension provision from 1st November 2028 to 31st October 2030).
