Pseudo Dynamic Purchasing System (PDPS) for Care in the Community, consisting of:

Homecare - Homecare is considered any care and support a person might require in their own home, including preparing meals, taking their medication, and attending their personal care needs.

Supported Living - Supported Living is typically defined as housing where support and or care services are provided to help people live as independently as possible, and is usually commissioned for individuals with learning disability, neurodiversity or mental health needs.

Extra care housing (ECH) - Extra Care Housing (EHC) are specialist housing schemes for older people that have been specifically designed to maximise independence. All tenants have their own apartment with a front door and yet also benefit from the availability of the 24/7 onsite care and support service.

The PDPS is split into the following Lots:

Lot 1 - Homecare, Standard;

Lot 2 - Homecare, Complex;

Lot 3 - Supported Living, Standard;

Lot 4 - Supported Living, Complex;

Lot 5 - Extra Care Housing;

Lot 6 - Specialist Community Support

These services are captured by Schedule 3 of the Public Contract Regulations 2015, making this a Light Touch Regime procurement.

The Contract is for an initial 3 years with the option to extend by maximum of 6 years and 9 months in any increments of the Authority’s choosing (total possible term of 117 months).

UPDATE - The requirement for a local office base has been removed from the pass/fail criteria for Lot 6, following discussion around national organisations having specific skills supporting a minority of people, such as a stroke or acquired brain injury, but supporting people on a local level. Despite this, there may be a requirement for a local office for some Contracts when awarded via a mini competition, but in these instances this will be outlined in the mini competition criteria and specification for the specific contract.

Additionally, the CQC registration and rating requirement has also been changed to duplicate that of lots 3 and 4, to enable organisations who do not provide personal care for example, and do not require a CQC registration to apply.

Further, the Contract is now expected to commence on 04th July 2025
