The procurement involves the establishment of a framework agreement

In the case of framework agreements, provide justification for any duration exceeding 4 years:

This Framework Agreement will be established for longer than 4 years (5 plus 2 plus 1). The longer framework term is beneficial to foster care providers (the market does not vastly fluctuate over the time frame) and allows for more stability of the fostering placements for the children and young people as required. This is linked to the Light Touch Regime.

four.1.11) Main features of the award procedure

Organisations that do not meet the minimum standards as set out in the Single Procurement Document (SPD) may not be taken forward to Stage 2 (Award Criteria) of the evaluation. The Award Criteria is split 70% Quality and 30% Price.

It is considered that this requirement is covered under the light touch regime of Public Contracts (Scotland) Regulations 2015. Tenderers are also asked to confirm that they will pay staff that are involved in the delivery of services under the contract, at least the real Living Wage.

Tenderers who do not pass these questions will not be subject to Commercial Analysis. As a result the tender will not be considered further.

Bidders must complete the SPD (Scotland) to demonstrate adherence to the Exclusion and Selection Criteria for this procurement.
