four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

Wellbeing and Resilience in Primary Schools is a Reducing Inequalities project partially funded from the Local Authority via Section 75.

It was initially targeted at specific schools, in the most deprived areas (IMD 1). All new schools will fall into IMD2 however these schools are still serving highly deprived areas that need support. Additional funding has been provided to allow provision for these in addition to the initial contract.

Childrens Mental health has been in decline since the pandemic and this is one of several service that have been commissioned to address this decline and reduce the need for further assistance later in life, both within the Mental Health and Acute areas.

Mitigations

1. The initial contract was let earlier this year and a full procurement process completed, there is no reason to believe that there would have been a different outcome with the additional provision.

2. My Happy Mind is an established and respected provider with contracts with multiple ICB areas for the provision of these Wellbeing and Resilience services to schools.

3. They provide a high quality service, value for money and there have been no concerns regarding service delivery or outcomes

4. As they are already providing these service to schools in our area, and within Academy groups, maintaining a consistence of service and provider is important. Stability of service is important especially as it related to the mental heath of children and split provision may affect individuals within family units.
