Pursuant to regulation 48(1) of the Public Contract Regulations 2015, the purpose of this Prior Information Notice is to notify the market that the Department for Work and Pensions (“DWP”) plans to host a market engagement event to inform the market of a prospective contract opportunity for a National Support Team (“NST”) as part of the National Support Offer (“NSO”) to support the WorkWell pilot programme.

WorkWell is a new forward-thinking work and health services grant worth approximately £57 million (excluding VAT) over 2 years. The funding will be made available through a grants competition for approximately 15 areas to become WorkWell Vanguards for this pilot programme. The grant will be paid via Integrated Care Boards, in partnership with local authorities who will apply to design and deliver WorkWell pilot services. The 15 areas will be spread across England and their locations will be selected and confirmed by spring 2024.

The NSO will be critical in enabling WorkWell pilot areas to design and deliver integrated work and health partnerships and services, and to ensure they make good progress towards achievement of the wider WorkWell programme’s ambitious aims and objectives.

The NSO comprises of 3 elements:

1. A NST to provide overall strategic leadership and support to Vanguards, that will be appointed through this exercise.

2. A team of regional advisors to support the implementation of Vanguards in the regional context

3. Learning and Change Managers in each of the Vanguards to help to secure wider NHS and partner agency support for the programme locally.

DWP are looking to procure a third party supplier for point 1 above, the NST.

WorkWell is a pilot service which aims to better integrate local employment and health support for disabled people and people with health conditions to start, stay and succeed in work. The NSO has been designed to be made up of three interconnected elements, delivered nationally, regionally and within systems. DWP is seeking to procure one supplier for one contract for the National Support Team (NST) element of the NSO, being the provision of a central team of health and work expert advisors to provide support for cross system strategic leadership, including, but not limited to, designing and managing a process for system maturity diagnostics and subsequent bespoke work and health partnership development; specific expertise on development of evidence-based strategy and delivery planning; producing work and health data tools and resources and establishing a Work and Health learning network for vanguard areas and non-vanguard areas who wish to make, or can be encouraged to make progress on this agenda(“Services”). The contract is expected to have an initial term of 2 years.

DWP are looking to engage in early market research and launch a webinar on Wednesday 10th January 2024 to gauge the level of interest in the provision of such Services and seek feedback. The main purpose of the market engagement event is to raise awareness of the relevant elements of the Services and to provide high level background information to help the market develop an understanding of the requirements of the Services; and to gather information about the supply market and potential delivery models. This event will include time for a Question-and-Answer session with colleagues from WorkWell Policy and DWP Commercial. Following the market engagement event, a copy of relevant questions raised by interested parties and DWP's responses to such questions may be made available.
