Midlothian Council was not able to undertake a timely re-tender of this contract due to the delay to the implementation of the Deposit Return Scheme. This scheme was expected to be in place from October 2023 and would have diverted plastic drink bottles, drink cans and glass jars from kerbside collected material to the Scheme Administrator. On 7 June Scottish Government announced that the DRS would be extended to October 2025 at the earlier, and this notification did not leave sufficient time for revised internal requests for procurement to receive the necessary approval for the Procurement team to advertise and for the Service and finance teams to evaluate the tenders before the contract end date
