The Authority invites applications from suitably experienced providers who wish to be considered for selection to apply for admission to the Dynamic Purchasing System (DPS) for the provision of Learning and Development Services.

The DPS is due to go live on 29th June 2017 and will operate for a period of up to 10 years, to be reviewed annually. The Council offers three lots under the DPS which are:

Lot 1: Apprenticeship Programmes;

Lot 2: First Aid and Health and Safety Training;

Lot 3: Generic Continuous Professional Development (CPD) Activity for Isle of Wight Council staff (including leadership and management, HR, communication, equality and diversity and other similar programmes;

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

1) Removal of Lot 3 : Generic Continuous Professional Development (CPD) Activity for Isle of Wight Council staff (including leadership and management, HR, communication, equality and diversity and other similar programmes) with effect from 14 July 2025.

2) To increase the overall estimated contract value of the DPS by 49%.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

1) Removal of Lot 3: Generic Continuous Professional Development (CPD) Activity for Isle of Wight Council staff (including leadership and management, HR, communication, equality and diversity and other similar programmes). This is because Lot 3 has never been utilised and it is not envisaged that there it will be over the remaining period of the DPS. By removing this lot, suppliers will not unnecessarily complete applications for it. Therefore the Authority is removing this lot for any future applications during the remaining life of the DPS with effect from 14 July 2025

2) To increase the overall estimated contract value of the DPS. The requirement for apprenticeships (Lot 1) have increased year on year since the DPS was originally let in 2017.
