Description
The Council is establishing a framework for the provision of Tree Works (Arboricultural Services), including hedge pruning, stump removal and re-instatement. The Contract also includes emergency tree works to address situations where for example a tree is at risk of failing or a tree is blocking a road etc. In the event of emergency tree works being required, Suppliers MUST be able to attend site within one (1) hour of receiving notification from the Council.
Indicative Volumes based on the last 12 months - These volumes are given for guidance only and are not a firm commitment for future requirements.

Felling - 37 trees
Hedge Pruning - 5000 metres
Miscellaneous - 28 trees
Pollarding - 12 street trees

Framework operation description
On a quarterly basis, a mini-competition process will be used to award requirements for general tree works.
All Suppliers on the framework will be sent details of the jobs required and invited to return their bids by a specific date and time.
Evaluation criteria for each mini-competition is as follows:
Price - 100%
The bidder(s) with the lowest price will be offered the award.
Emergency tree works will be on a direct award basis. Framework Suppliers will be ranked on the basis of their overall score. When emergency works are required, the Supplier ranked in first place will be contacted and asked to attend within 1 hour. If the Supplier ranked in first place is unable to attend to the emergency or is unable to be contacted, the Supplier ranked in second place will be contacted and so on.
