The Green Campus project presents a once in a lifetime opportunity for Thanet and for Ramsgate. This scheme forms part of a suite of central government grant-funded projects aimed at reviving the port, creating employment and training opportunities and improving the town centre, all with an emphasis on local job creation, sustainability and heritage preservation.

Thanet District Council is seeking to engage with the market to help inform its procurement exercise for the Green Campus operating model. The Council has published a prospectus (Green Campus Stakeholder Engagement Pack) alongside this document which provides an overview of the opportunity and is now seeking responses from the market to a number of questions.

Through this Questionnaire, we are seeking to engage with:-

Existing operators of workspace

Organisations seeking to expand into workspace operation

Smaller organisations and/or individuals interested in becoming part of a new organisation to operate workspace

For this PIN, the deadline for Soft Market Testing responses is 2pm, 17 January 2024.

Important Information:

Please note, this PIN is for a soft market testing exercise and does constitute a call for competition to procure any services from Thanet District Council.

The information contained in this PIN and the documents made available are indicative only at this stage and subject to change.

Please also note, as this is purely for a soft market testing exercise to be undertaken, Thanet District Council is not bound to accept any proposals offered by interested parties, or liable for any costs incurred by any party participating in this soft market testing exercise.

A response to this PIN does also not guarantee an expression of interest to participate in any future procurement process that Thanet District Council may advertise.

Thanet District Council reserves the right not to commence any procurement or award any contract in respect of this notice.

Thanet District Council is yet to assign a value to the proposed estimated value for this project and it is believed this to be dependent upon the operating model that may be selected.

Thanet District Council is not immediately seeking to divide the Green Campus Operating Model into Lots but may consider this option subject to the consultations being undertaken under this Prior Indication Notice.

Thanet District Council are not arranging site visits as the development is currently in the design development stage and construction works are not due to be completed until Spring 2025. The site is fenced to prevent unauthorised access to the Ramsgate Port area but is visible from the public rights of way.
