two.2.4) Description of the procurement

This service is for the delivery of Stop Smoking Services via a drug-free solution which will be an additional option to smokers alongside the existing stop smoking services.

The Provider must have experience of providing:

• stop smoking services via a drug-free solution

• cognitive restructuring/retraining therapy

• seminar-based interventions delivered by therapists via an online video programme (so that users can access the service at a time which in convenient to them) and live online groups via a digital platform (if users wish to engage as part of a group)

• a clinically proven method

• shorter backup sessions, telephone support, and email support to those who may require further assistance

• a mechanism for contacting clients and recording success rates

• quick mobilisation of programmes. We require the service provider to have a model which is ready to be mobilised by the end of December 2024 to limit the amount of time required to start supporting Hertfordshire Residents

• a solution which is compliant with the requirements of all data protection legislation, primarily but not exclusively the UK GPDR and Data Protection Act 2018, and any amending or replacement legislation to ensure the protection of the rights of data subjects.

We may ask for further information from suppliers to support any of the above requirements

six.3) Additional information

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The Decision Makers are:

The intention is to award a contract using the Most Suitable Provider process.

The Contracting Authority intends to award a single contract to the most suitable provider which also has the ability to deliver the required services and can meet the requirements stated in Section II.2.4. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered. The deadline for enquiries is 4th December 2024.

The Council anticipates publishing the Intention to Award Notice on 6th December 2024.
