Description
The London Borough of Hackney is re-procuring its Arboricultural Maintenance & Tree Planting/Post-Planting Management Framework. The new four-supplier framework will provide planned and reactive arboricultural services across the borough's streets, parks, and housing estates, supporting the health of over 95,000 trees.
This flexible framework will operate on a call-off basis with no guaranteed level of work. It will support Hackney's goals for public safety, sustainability, and biodiversity, and will be procured through a two-stage Competitive Flexible Procedure under the Procurement Act 2023.

Competitive flexible procedure description
This procurement follows a two-stage Competitive Flexible Procedure in accordance with the Procurement Act 2023. Stage 1 comprises a Procurement Selection Questionnaire (PSQ) assessing eligibility, financial standing, and technical capacity. Suppliers who passed all PSQ Pass/Fail questions and are the top six suppliers scoring highest on the project-specific questions will be invited to Stage 2 - Invitation to Tender (ITT). The aim is to establish a multi-supplier framework for arboricultural maintenance and tree planting across Hackney, ensuring flexibility, resilience, and best value through a schedule of rates model.
