Blackpool Council wishes to enter into exploratory dialogue and scoping discussions with organisations that have the capability and experience to deliver local community equipment services. The main purpose of this notice is to help the Council to scope requirements, understand market capability and assess levels of interest.

You should provide contact details for your organisation and comments/feedback regarding proposed interim, medium-term service offer, viable contract durations, essential service requirements, functions and possible specification options for the Community Equipment Service.

The Council will select a number of organisations from those applying to participate in dialogue. Participation (or non-participation) will confer no advantage or disadvantage should the Authority commence a formal procurement process at some future date.

two.2.4) Description of the procurement

This notice is for market engagement only. Blackpool Council wishes to enter into exploratory dialogue and scoping discussions with organisations that have the capability and experience to deliver local community equipment services. The main purpose of this notice is to help the Council to scope requirements, understand market capability and assess levels of interest.

The supplier will be responsible for providing end-to-end warehouse/depot services including; new and reused stock storage, delivery/collections across the local Blackpool/Fylde coast area, cataloguing, cleaning, recycling, servicing and repairs in line with national legislation and best practice standards.

New equipment will be sourced by the Council and NHS and delivered to the local supplier warehouse /depot, where it will be safely stored. The supplier will be responsible for recovering equipment that is no longer in use to the warehouse for cleaning, repair, servicing, storage and reuse. In future, greater levels of equipment will be recovered for recycling and commissioning authorities will set ambitious targets for maximal levels of reuse.

It is anticipated that a procurement exercise may commence in early spring 2024 to ensure supplier contract/s are in place and implemented by Autumn 2024.

The value of any future procurement is likely to be over the threshold value for services.
