two.1.4) Short description

CCS set up a Dynamic Purchasing System (DPS) for a period of 48 months with the extension option of 24 months. A further extension period of 43 months has been implemented. The total duration of this DPS is 9 years and 7 months and the end date is 27 October 2028.

Bidders can request to participate for this DPS for its 115 month duration including any extension periods.

This DPS is being procured under the Light Touch Regime (LTR), and is subject to limited regulations, in

accordance with Regulations 74-76 PCR2015. This DPS provides central government and wider public sector with the opportunity to procure services within the scope of the existing and new Apprenticeship Standards for

England (SASE) live Frameworks, Apprenticeships Standards, End Point Assessments (EPAs); and related services via a number of Education and Skills Funding Agency (ESFA) registered suppliers on the Apprenticeship Training Providers (RoATP) Register and or the Register of EPA Organisations (RoEPAO). CCS reserve the right to reduce, extend or terminate the DPS period at any time during its life time; as set out in the terms of the DMP Agreement.

Customers may enter into a contract with a Supplier for a period of their determining which may exceed the RM6102 Apprenticeships Training Dynamic Marketplace DMP Agreement, should this Agreement be terminated at any time the flexibility of the Contracting period allows Customers (Buyers) to determine appropriate contracting timelines required to enable the Supplier to meet Customer needs.

The value provided in Section II.1.5 is only an estimate. The Authority cannot guarantee to Suppliers any business through this DMP Agreement. The Authority expressly reserves the right (i) not to award any DMP Agreement as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the customer be liable for any costs incurred by the Suppliers. The Authority may extend the duration of this DMP Agreement for any period or periods up to a maximum of 2 years (24 months) in total from the expiry of the Initial Dynamic Marketplace Period by giving the Supplier no less than three (3) months written notice. We consider that the Transfer of Undertakings (Protection of Employment) Regulations 2006 ("TUPE") may apply at the Call for Competition. It is the Suppliers responsibility to take your own advice and consider whether TUPE is likely to apply in the particular circumstances of the contract and to act accordingly.
