This notice is an Intention to Award Notice for NHS Health Checks, Provider Selection Regime, Most Suitable Provider Process. This notice begins the 8 working day standstill period. Any representations relating to the Intention to award must be received by midnight on 22/11/2024 as per the requirements of the Health Care Services (Provider Selection Regime) Regulation 2023. The new contractual arrangement will require them to deliver the key components of the NHS Health Check, namely risk assessment, risk awareness and risk management. Any additional testing or clinical follow up remains the responsibility for primary care, however there is an expectation that patients are provided with relevant lifestyle information and advice as part of the communication of the results of their health check. Those who complete the Health Check and are found to have a 20% or higher risk of getting cardiovascular disease over the next 10 years will move onto the high-risk register and will then be ineligible for the NHS Health Check. The total eligible Lincolnshire population for the NHS Health Check Programme is currently 245,950. Each eligible individual is expected to be invited to receive an NHS Health Check once in every 5 year period, resulting in an annual invitation target of 49,190, or 4,099 per month. Each contracted party equally has an annual and monthly invitation target based on their patient population. Providers are currently paid according to activity, with a set cost per invite and per completed health check. There are also annual bonus payments available where Providers invite over 80% of their eligible target population each year and complete checks with incremental additional payments dependent on the proportion of checks completed to incentivise delivery. The award decision makers will be: Executive Director of Adult Care and Community Wellbeing in conjunction with the Executive Councillor for Adult Care and Public Health.

This notice is an Intention to Award Notice for NHS Health Checks, Provider Selection Regime, Most Suitable Provider Process. This notice begins the 8 working day standstill period. Any representations relating to the Intention to award must be received by midnight on 22/11/2024 as per the requirements of the Health Care Services (Provider Selection Regime) Regulation 2023. The NHS Health Check programme seeks to improve the health and wellbeing of adults aged 40-74 years through the promotion of early awareness, assessment, and management of the major risk factors for cardiovascular disease (CVD). Any additional testing or clinical follow up remains the responsibility for primary care, however there is an expectation that patients are provided with relevant lifestyle information and advice as part of the communication of the results of their health check. Those who complete the Health Check and are found to have a 20% or higher risk of getting cardiovascular disease over the next 10 years will move onto the high-risk register and will then be ineligible for the NHS Health Check. The total eligible Lincolnshire population for the NHS Health Check Programme is currently 245,950. The NHS Health Check Service will be delivered through providers who will ensure all Lincolnshire Practice Area Codes provide the service to eligible patients. Each eligible individual is expected to be invited to receive an NHS Health Check once in every 5 year period. The approximate lifetime value of the service is £7,360,896, and each Practice Area Code will have an average estimated contract value of £90,875. The NHS Health Check is an existing service with new contracts. 78 of the 79 providers who were assessed as Most Suitable Providers are existing providers of the service. One is a new provider of the service. The service is intended to be provided from 01/12/2024 to 30/11/2029 with the option to extend for a maximum period of 60 months. The award decision makers will be: Executive Director of Adult Care and Community Wellbeing in conjunction with the Executive Councillor for Adult Care and Public Health.

The award decision makers will be: Executive Director of Adult Care and Community Wellbeing in conjunction with the Executive Councillor for Adult Care and Public Health.

As part of the procurement, conflict of interest declarations were sought from all relevant parties involved in the procurement process. A potential conflict was declared by one officer in the commissioning department. The potential conflict did not apply to the officer directly, nor to any financial or business interest of the officer, but was declared in relation to family members and a friends employment. The officer in question did not create or develop the assessment criteria, participate in the assessment or selection process, nor participate in or influence the authority’s decision-making on the outcome. The authority is satisfied that the assessment and decision-making processes were robust and unaffected by any improper influence

Rationale for selecting the Most Suitable Providers

The 79 responders who are assessed as the Most Suitable Providers scored 100% in the Key Criteria assessment.

Key Criteria used in the assessment reflect Section 5 of the Health Care Service (Provider Selection Regime) Regulations 2023. The existing service is deemed to perform well, in line with service KPIs. Weightings reflected the need for the new service to continue to deliver high quality outcomes to all eligible residents, across all sectors of the community, whilst offering value for money on public spend. The Key Criteria of Quality/Innovation, Value and Accessibility were deemed the most important factors for the new service; these received the equal highest weightings. The nature of the NHS Health Checks service requires the ability to integrate with other health services, so the Integration criteria were deemed moderately important, reflected in a ‘medium’ weighting. Given the statutory nature of the service and the requirements for quality, financial value and accessibility, Social Value was deemed less directly important - this was reflected in the lowest weighting being allocated there.
